Malign Foreign Talent Recruitment Programs refer to any talent program, position or activity that is sponsored by a foreign country of concern or an entity from a country of concern that, in exchange for compensation of any kind, an individual is required to engage in the unauthorized transfer of IP, data, materials or other proprietary information or in activities that create a conflict of interest or commitment.
The CHIPS and Science Act of 2022 requires each federal research agency to establish a policy that every individual listed in a proposal submission certifies that they are not a party to a maligned foreign talent recruitment program for that submission and annually for the duration of the award. Additionally, the University is responsible for ensuring researchers have been made aware of these requirements.
