Recommendations for Researchers

Researchers may reduce potential impacts of export controls upon their work by following these recommendations.

  • Do publish research in a timely manner (early and often)
    • Publish in journals, books, open web sites
    • Publish through presentations at open conferences, e.g., conferences, seminars or other gatherings where all technically qualified members of the public are eligible to attend and attendees are permitted to take notes or otherwise make a personal record of the proceedings and presentations
    • Share broadly within the scientific community
  • Do conduct “fundamental research” and share information that arises during or results from “fundamental research”
  • Do share educational information, i.e., information released by instruction in catalog courses and associated teaching laboratories at the University
  • Do attend international conferences and meetings that are open
  • Do contact the Office of Export Controls if you have any questions about how export control regulations may affect your research

The following activities may result in export control restrictions and must be reviewed by the Office of Export Controls. 

  • Accepting publication restrictions in any form
  • Accepting any of the following types of restrictions for your work
    • Participation restrictions based on citizenship, nationality, visa status
    • Requests to boycott a particular country, business or nationality
  • Signing Non Disclosure Agreements, Confidentiality Agreements, or Proprietary Information Exchange Agreements without OEC review.
  • Traveling to or conduct research or educational activities in the following countries: Cuba, Iran, North Korea, Syria, Sudan, Russia, Belarus and certain regions of Ukraine
  • Accepting information that is marked as proprietary, confidential or export-controlled
  • Engaging in any activity that involves designing, developing, modifying or adapting any item, software or technology for military or intelligence applications
  • Shipping or Hand-carrying any tangible items, materials, or equipment internationally, even at the request of a government sponsor
