At the University of Oklahoma, award administration and financial management are handled in two different departments. Award administration falls under the Office of Research Services (ORS), and the financial administration falls under Financial Services in Research Financial Services (ReFS).
Within ORS Pre-award services, the Award Administration specialists are the primary contacts for award administration. They serve as the liaisons for federal and nonfederal sponsors and conduct the following activities:
- Negotiates with sponsor agencies on project budgets, cost-sharing requirements, grant/contract terms, modifications, extensions, terminations, and related matters.
- Negotiates agreements where the university is subcontractor to other institutions.
- Acts as liaison between investigators, Post Award Financial Services, and sponsors as necessary to facilitate performance of projects and alleviate problems.
- Drafts correspondence or prepares paperwork as necessary to accept, modify, or reject grants or contracts.
- Contacts awarding agencies to verify status of proposals or obtain other information, if requested, and responds to requests from awarding agencies for proposal and grant related information.
- Responsible for assuring compliance to terms and conditions of awards according to OMB Circulars, as well as those of the University, State, and Federal Government.
- Works closely with the offices of Legal Counsel, Office of Technology Commercialization, IACUC, HR Immigration, IRB, and Exports Controls, as necessary.
