Reporting

Responsibilities


There are applicable state and federal laws requiring different employees report different things. They are as follows:

Title IX
When a University employee, with the exception of those designated confidential*, becomes aware of an alleged act of sexual assault, stalking, dating or domestic violence, sexual harassment,  or gender discrimination, the employee must promptly share the information with the Institutional Equity Office at (405) 325-2215, ieo@ou.edu, the Institutional Equity Officer and Title IX Coordinator, Christine Taylor at (405) 325-3546, christine.taylor@ou.edu or any of the Associate Title IX Coordinators, Larry Naifeh - Athletics,(405) 325-8241, lnaifeh@ou.edu; Kate Stanton (405) 271-2416, kate-stanton@ouhsc.edu (HSC); or Josh Davis (918) 660-3107, jmdavis@ou.edu (Tulsa).

*Confidential employees include OU Advocates [Norman/HSC: (405) 615-0013, answered 24/7; and Tulsa: (918) 660-3163, After Hours: (918) 743-5763], counselors, clergy, attorneys, or physicians engaged in such capacity with the reporter, and the University Ombudsperson, (405) 325-4137.  

Child Abuse and Neglect
According to Oklahoma state law, every individual is required to report any reasonable suspicion of child abuse and/or neglect (sexual or otherwise) directly to DHS and/or local law enforcement. Reporting to DHS is confidential (1-800-522-3511). Minors are considered individuals under the age of 18. Additionally, if the incident occurs on campus, please contact OUPD, HSCPD or OU-Tulsa PD immediately and/or local law enforcement. If the matter involves sexual harassment or misconduct, please contact our office at 405-325-2215. Even if you are not considered a mandatory reporter below, there are no exceptions to this mandatory reporting requirement for minors.

The Clery Act
The Clery Act imposes a duty to report incidents of murder/non-negligent manslaughter, negligent manslaughter, sex offenses (forcible and non-forcible), robbery, aggravated assault, burglary, motor vehicle theft, arson, liquor law violations, drug abuse violations and weapons (illegally carrying and possessing), dating violence, stalking, hate crimes which occur on campus, in or on non-campus buildings or property owned or controlled by our institution, and public property within or immediately adjacent to our campus. You must report this as a statistic to Norman campus police at: (405) 325-2864 or for HSC matters: (405) 271-4300, or for Tulsa matters: at (918) 660-3900.

The duty is imposed upon all “campus security authorities. or CSA. Campus security authorities”  is a Clery Act-specific term that encompasses four groups of individuals and organizations associated with an institution:

  • All OUPD personnel including commissioned officers and non-commissioned staff such as dispatch, CSOs, and office personnel
  • Any other personnel who have responsibility for campus security but are not OUPD staff, such as an individual who is responsible for monitoring the entrance into a campus building/space or property, event security and Safe Walk resident advisors.
  • Personnel whose job functions involve relationships with students. If someone has significant responsibility for student and campus activities, he or she is a campus security authority. This would include many Student Affairs professionals, all coaching and training staff and all Registered Student Organization advisors.
  • Any personnel or office specified in OU safety and security policies as an individual or office to which students and employees should report criminal offenses, such as the institutional equity officer, the Title IX Office or the Vice President for Student Affairs.

Where those incidents occur on University property or are committed by University-affiliated individuals, all supervisory employees, including faculty with supervisory responsibilities, have an obligation to report claims of sexual harassment, gender-based discrimination, or sexual orientation discrimination to the University’s Institutional Equity Office at: (405) 325-2215, ieo@ou.edu.

OU Report It! Hotline

In light of incidents on other campuses and to further enhance responsiveness, the University of Oklahoma has established OU Report It!, a 24-hour Reporting Hotline. The hotline will serve as an added protection for OU students, handling reports of bias, discrimination, physical or mental harassment or misconduct by OU community members. INSTITUTIONAL EQUITY OFFICE

To report student, faculty or staff issues related to gender equity, harassment, sexual assault/misconduct and domestic violence. 

To report issues on discrimination on the basis of race, color, national origin, sex, sexual orientation, genetic information, age (40 or older), religion, disability, political beliefs, or status as a veteran of its policies, practices, or procedures. This includes, but is not limited to admissions, employment, housing, financial aid, and educational services.

(via Gender + Equality Center) OU Advocates is a 24/7 helpline (call/text/WhatsApp) and in-person support service for anyone in the OU community experiencing sexual assault, relationship violence, stalking and/or sexual harassment. They are a free and confidential resource, located in the Oklahoma Memorial Union.
