Introduction
This project uses agenda setting, information manipulation, and uncertainty reduction theories as well as civilian crisis communication, military doctrinal and historical perspectives in its evaluation and proposes the pilot testing of a new public affairs organization that will influence the way the civilian press reports military activity in a contingency operation. The authors believe that this new organization, a Joint Crisis Information Response Team (JCIRT), should be fully implemented if the results of a proposed content analysis and survey study indicate, as the authors believe the instruments will, a need for such an organization.
