Even when open reporting, pools may be appropriate in certain cases.
Combat zone rules: credentialling and abiding the set rules.
Access to all major military units.
Military PA serves as liaison, but not to interfere.
Logistic and transportation support where feasible.
Provide secure, timely, and compatible transmission of pool material consistent with capabilities and availibility.
