These regulations have been developed and implemented by the University of Oklahoma to facilitate the safe and orderly conduct of business and to allocate the limited parking space available on the Norman campus. Operating a motor vehicle on university property is a privilege that is conditioned, in part, on compliance with these rules and regulations.
The objectives of these Parking Rules and Regulations are:
Parking Services is located at 1332 Jenkins Ave. in the Jenkins Avenue Parking Facility (JAPF). The JAPF is located directly south of Dunham and Headington Residential Colleges and next to the Sarkeys Fitness Center. The office is physically located on the southwest corner on the ground level inside the garage just before the staircase. The office is open from 8 a.m. until 5 p.m. Monday through Friday.

You can manage your vehicle information online by clicking on "Account" on the home page under "Account, Permits, Citations, Maps." Log in with your OU Net ID (4x4) and password and choose "More" from the top menu to add a vehicle. The system does not allow you to change your license plates. If you have a new license plate for an existing vehicle, please re-add as a “new vehicle” under the new license plate. You do not have access to delete vehicles already in the database. If you have sold a vehicle still listed on your account, you may contact the parking office with a proof of sale, title transfer, etc. and the vehicle will be removed from your name.
Parking meters must be paid 24 hours a day. The exceptions to this rule are vehicles with a valid OU parking permit from 5 p.m. to 2 a.m. or vehicles displaying a valid OU parking permit AND a state issued disability placard.
No. All that is required is a valid OU parking permit and either a state-issued physical disability placard OR a temporary six week disability permit issued by OU Parking Services. Both must be clearly displayed on the rearview mirror or the dashboard and must be clearly visible from the outside.
Yes, with the exception of Graduate Assistant, Vendor and Short-term. We encourage everyone to order online. See "Purchase Permit" at left. Your permit can be mailed to you or you can pick it up from 8 a.m. to 5 p.m. weekdays at 1332 Jenkins Ave. inside the Jenkins Avenue Parking Facility. If you select “pick up my permit” your permit will be ready shortly after ordering (during business hours). If you select to mail your permit please allow at least seven to ten business days to receive your permit in the mail. All vehicles parked on campus must have permits properly displayed and proof of purchase is not considered a sufficient substitute for the permit itself.
Prices vary depending on the type of permit. Student permits: Commuter, Housing, and Commuter Law permits cost $288 for the academic year, Aug. 15 to June 15. Evening permits are $97 for the academic year. Faculty/staff is $326 for one year, Aug. 15 to Aug. 15; motorcycle permits are $53 for one year. Reserved parking permits in Elm Avenue and Asp Avenue parking facilities are available on a first-come basis for $1, 245 for one year, Aug. 15 to Aug. 15. Yes. You can get a full refund for your permit if you return it within the first two weeks of fall semester classes. After that refunds are pro-rated for the unused portion of the permit.
No. Permit prices are prorated each Monday. For example, if you would like to purchase a commuter or housing permit for second semester only, then your cost starting Jan. 1st will be approximately $155. The permit will be valid until June 15.
Most students may purchase a permit online. It will be charged to your Bursar's account or you may pay with a credit card. Faculty and staff may purchase online and pay by credit card or through payroll deduction, if they are benefits eligible. All others may pay by cash, personal check or credit card in the parking office at 1332 Jenkins Ave. inside the Jenkins Avenue Parking Facility.
Yes. Hang tags may be transferred from vehicle to vehicle, but not from person to person. If the permit is used in an unauthorized lot for that permit, the owner of the permit is responsible for the citation.
Faculty/staff: 4,211. Graduate assistants: 201. Students: 10,726. These are approximate totals.
Lost or stolen permits should be reported to Parking Services immediately. Lost or stolen permits can be replaced for a $15 replacement fee.
With a visitor permit, visitors may park in any lots where permits are required (e.g. faculty/staff, commuter, etc.), although not in reserved or metered parking spaces.
There are approximately 15,000 parking spaces on the Norman campus. *Please note that this number changes due to construction projects on campus.
There are approximately 10,000 spaces designated to student parking.
Motorcycle parking is provided throughout the campus and spaces are reflected on our parking map with a motorcycle symbol. Please note that motorcycles must use designated motorcycle spaces unless a full-vehicle permit is affixed to the motorcycle.
You may park permit-free on the north side of the Lloyd Noble Center and ride a CART bus to campus. The non-stop shuttle service from the LNC to Campus Depot runs every 5 to 10 minutes from 7 a.m. to 6 p.m. and every 20 minutes from 6 to 9 p.m. Visit the CART website at ou.edu/cart (Please note: summer service is reduced.)
There are three garages on campus operated by Parking Services: Elm Avenue Parking Facility – 576 spaces, Asp Avenue Parking Facility – 724 spaces and Jenkins Avenue Parking Facility – 1,221 spaces. The Union Parking Center located next to the Oklahoma Memorial Union is operated by OMU administration and provides hourly parking to the general public.
The Asp Avenue Parking Facility and Elm Avenue Parking Facility have pay stations located on the first ramp for hourly use. Though not operated by Parking Services, the Union Parking Center located next to the Oklahoma Memorial Union also provides hourly parking to the general public.
Appeals must be made online. Appeals must be submitted within 14 calendar days of the date of the citation.
We issue an average of 50,000 citations each year.
There are several pay-to-park lots on the main campus and on south campus east of Asp Avenue. The cost to park in these lots is $30 per vehicle. Another option is the Lloyd Noble Center parking lot, located north of Highway 9 on Jenkins Avenue. Cleveland Area Rapid Transit (CART) operates a game day shuttle from the Lloyd Noble Center to a stop on First Street in the housing area south of the stadium. The shuttle costs $5 per person, roundtrip.
The Asp Avenue Parking Facility is used for physical disability parking and permits are sold in advance. Call (405) 325-3311 for detailed information. Disability parking is also available at the Law Center to ride the CART access paratransit van, which drops off on the west side of the stadium. One additional person may ride with the person with disability on the paratransit van, but all others must ride the regular CART shuttle.
