How It Works

The "Lead On, University" Strategic Plan is more than a roadmap. The Plan represents a dynamic, comprehensive planning effort, integrated across all campuses, that defines who we are today, who we aim to be, and how we plan to get there.

The Plan is comprised of five core elements:

I. Fundamental Commitments:

OU’s Fundamental Commitments (Purpose and Values) are concrete, immovable, and enduring. They reflect the essence of who we are and what we do.

II. Pillars:

At the heart of our Strategic Plan are five Pillars that define what kind of University we want to be and what is most important for the University. They are equal in importance.

 

III. Strategies:

The Strategies articulate the key areas on which we will be focusing our efforts to help deliver on our Purpose.

Strategies separate Pillars into manageable parts and key areas of focus.

IV. Tactics:

The Tactics accelerate OU’s progress toward its goals. Tactics are where the rubber meets the road. They are actionable and, in most cases, measurable initiatives focused on advancing toward OU’s long-term goals.

V. Regular Assessment and Performance Review:

Ongoing assessment of our progress, review of key performance indicators (KPIs), and budget/resource planning are essential elements to dynamic strategic planning. OU leadership utilizes data reports and analysis to track the university key performance indicators and overall progress with the Strategic Plan. Planning Process

Lead On, University – Initial Planning Phase (2020-2025)

Officially launched in July 2020, the "Lead On, University" Strategic Plan defines a clear plan for OU’s future and the comprehensive strategies to achieve it.  

Since launching the Strategic Plan, the University has made tremendous progress with new, transformative initiatives like the creation of a fully integrated academic health system, launching the OU Polytechnic Institute and OU Online, joining the SEC, and adding premier freshman housing, to name just a few. Additionally, the University has improved across all student success metrics, achieved record fundraising, research, and legislative funding, and has welcomed four consecutive record-breaking freshman classes.​ 

Strategic Plan Refresh – The Next Phase (2025 – 2030)

In spring 2024, President Harroz called for a refresh of the "Lead On, University" Strategic Plan. A refresh provided an opportunity to continue to build on our momentum, celebrate our recent successes, engage and listen to University constituents, apply those insights and our lessons learned, adapt and update our plans, and align our resources to continue our trajectory of transformation.  

The refresh was a multi-phased planning process, which began in late May 2024 and wrapped up in early spring 2025. 

Spring 2024

  • President Harroz announced the Strategic Plan refresh process and invited the University community to share their big ideas for the future. 
  • An Executive Steering Committee chaired by President Harroz guided the overall strategic planning refresh process and established a Cross-campus Working Group composed of faculty, staff, and student representatives from the Norman, Health Sciences, and Tulsa campuses.  
  • President Harroz and University leadership began to engage with key University constituencies to collect insights and ideas for the Strategic Plan refresh. 

Summer 2024

  • The University Strategy Office and University leadership analyzed institutional and market trend data and prepared to support the Cross-campus Working Group during the fall semester. 

Fall 2024

  • The Cross-campus Working Group analyzed data and reviewed ideas and feedback from the University community and key stakeholders to refine and update the Plan. 
  • Meetings and listening sessions continued with key campus and community stakeholders across OU’s campuses. 
  • The Cross-campus Working Group shared recommended updates to the Strategic Plan with President Harroz and the Executive Steering Committee in November 2024.  
  • An initial draft of the Plan was shared, and feedback was collected from OU’s Board of Regents, University leadership, and key campus and community stakeholders in December 2024 and January 2025. 

Spring 2025 and Beyond

  • A final draft and financial proforma was shared with the Board of Regents for review and approval in February/March 2025.  
  • President Harroz shared an update on the refreshed "Lead On, University" Plan with the University community in March 2025. 
  • Divisions, colleges, and unit-level strategic plans continue to update and align with the refreshed "Lead On, University" Plan. 
  • University leadership continues to monitor progress, collect input and ideas from key campus constituencies, and make recommendations for ongoing improvements to the Strategic Plan, ensuring the University is adaptive and responsive to emerging needs and opportunities. 

 

Our Strategic Plan is not static. It is a dynamic, living, and breathing roadmap to our future. All future decisions will be made through this prism.
