James L. Regens is Regents Emeritus Professor and Senior Fellow. Dr. Regens was the founding Director, University of Oklahoma Center for Intelligence and National Security – an Intelligence Community Center for Academic Excellence.
Dr. Regens is a member of the Council on Foreign Relations, International Institute for Strategic Studies, Association of Former Intelligence Officers, U.S. Global Leadership Coalition, and Fellow, Royal Society of Arts (United Kingdom).
He previously served in the United States Marine Corps, U.S. Government policy and analytical positions, a research fellow at national laboratories, and tenured faculty member at major research universities. He was the founding Director of the OUHSC Center for Biosecurity Research and a Presidential Professor. Dr. Regens previously held endowed chairs at the University of Oklahoma Health Sciences Center and Tulane.
Dr. Regens has an eclectic background with over 200 publications including articles in journals such as Proceedings of the National Academy of Sciences, Intelligence and National Security, Journal of Cognitive Engineering & Decision Making, Leukemia, Dynamics of Asymmetric Conflict, Transactions of the American Nuclear Society, and Globalization and Health, eight books, and four U.S. patents. Under his leadership as Principal Investigator, he has received over $40 million in funding, primarily from the Office of the Director of National Intelligence, Department of Defense, Department of Energy, and Department of Homeland Security to conduct a series of large-scale, interdisciplinary projects.
Larry has demonstrated expertise in modeling/simulation, risk assessment, statistical and spatial analysis techniques, and decision analysis. He has field experience in Western Europe, Russia, China, the Middle East, Latin America, and sub-Saharan Africa. He has chaired multiple International Atomic Energy Agency technical committees and is a former chair of the Group on Energy and Environment, Organization for Economic Cooperation Development. Dr. Regens has been a consultant to and/or has served on review panels for numerous national and international organizations. He appears regularly in the print and broadcast media including The Wall Street Journal, The New York Times, Ottawa Citizen, The National (Dubai), and ABC News as an expert source and commentator on a wide range of topics.
Regens has a BS with honors and MA from the University of Arizona and a Ph.D. from the University of Oklahoma.
