Richard Fontaine, CEO of the Center for A New American Security: Is the U.S. Finally Pivoting to Asia? September 20

Lunch and lecture with Richard Fontaine, CEO of the Center for A New American Security discussing “Is the U.S. Finally Pivoting to Asia?” from 12:00pm to 1:15pm on September 20 in 

Zarrow Hall 145. He served as President of CNAS from 2012–19 and as Senior Fellow from 2009–12. Previously, he was foreign policy advisor to Senator John McCain and worked at the State Department, the National Security Council, and on the staff of the Senate Foreign Relations Committee. Fontaine served as foreign policy advisor to the McCain 2008 presidential campaign and subsequently as the minority deputy staff director on the Senate Armed Services Committee. Prior to that, he served as Associate Director for Near Eastern Affairs at the NSC from 2003–04. He also worked on Southeast Asian issues in the NSC’s Asian Affairs directorate.

Virtual Seminar on the NCTC-ODNI Onboarding Program (OOP) on 

at 5:00PM CDT. OOP is a two-year program designed to provide entry level (GS- 7 and GS-9) NCTC officers with the knowledge, tools, resources, and corporate vision to succeed as an intelligence professional. Later this Spring, the public will be able to apply to join OOP at NCTC. This virtual seminar will help IC CAE students and scholars prepare their applications for the opening by allowing them to learn about NCTC, OOP, and ask questions about the program and application process.

This seminar is aimed at current juniors, seniors, recent grads and graduate students, but freshman and sophomores are able to attend to learn more about the program.

2023 Global Security Forum March 7

The 2023 Global Security Forum on Tuesday, March 7 from 8:30 to 3:45 Eastern time in the Holeman Lounge at the National Press Club in Washington, DC. This free, in-person event offers a series of fireside chats with leading international experts. Speakers examine structuring and sustaining effective strategies to defend democracy and counter threats authoritarian states pose in ever-changing landscapes. They also share insights on what is on the horizon. Time for audience Q&A. The 2023 Forum includes lunch and is hosted by Center for Intelligence and National Security and Gaylord College of Journalism and Mass Communication, University of Oklahoma.

James Roscoe is Deputy Head of Mission, British Embassy to the United States. Ambassador Roscoe previously was Ambassador to the UN General Assembly, Director for Communication, Cabinet Office and subsequently Department for Exiting the European Union, Communications Secretary to HM The Queen in the Royal Household, and Chief Press Officer for Prime Ministers Blair and Brown. He discusses the British perspective on global security. 

Shigeru Kitamura is CEO of Kitamura Economic Security LLC. Mr. Kitamura is former National Security Advisor, Government of Japan. Mr. Kitamura was Director of Cabinet Intelligence during Democratic Party of Japan and Liberal Democratic Party administrations.  He discusses Indo-Pacific challenges facing Japan, its Economic Security Promotion Act, and National Security Strategy. 

Thom Shanker is director of the Project for Media and National Security at George Washington University. As a journalist, he spent a nearly quarter-century career with The New York Times, including 13 years as Pentagon correspondent covering the Department of Defense, overseas combat operations and national security policy. Before joining The Times, Mr. Shanker was foreign editor of The Chicago Tribune, served as The Tribune'ssenior European correspondent, and was The Tribune's Moscow correspondent. He discusses the press, social media, and the information environment.  

Simon McGee is Director of Hawkwood Strategy, a global advocacy firm based in London and Dubai. He is a former UK senior civil servant and Cabinet Office director of government communication. Mr. McGee was personal communications advisor to four Cabinet ministers – Greening, McLoughlin, Hammond, and Johnson – and lead the Foreign and Commonwealth Office’s media operations. Before entering Whitehall, he was a journalist for Mail on Sunday, Sunday Times, and Yorkshire Post. He discusses the press, social media, and the information environment.  

Feroz Bashari is a visiting scholar at the University of Oklahoma. Dr. Bashari was director of communications, Office of the President, Islamic Republic of Afghanistan. He also was country media advisor for the U.S. Embassy Kabul and head of strategic communications for the U.S. military command (CFC-A). He provides an Afghanistan retrospective and discusses lessons learned.

Widely recognized as one of the great legal minds of our time, Feldman is Felix Frankfurter Professor of Law and Senior Fellow of the Society of Fellows at Harvard University. Feldman specializes in constitutional studies, with particular emphasis on power and ethics, design of innovative governance solutions, law and religion, and the history of legal ideas. Outside of academia, he writes a weekly column for Bloomberg Opinion and is the resident legal scholar for Axios. His podcast, Deep Background, explores the historical, scientific, legal, and cultural context behind the biggest stories in news, with a focus on ethics and power. In 2018, he founded Ethical Compass, a consulting firm that advises clients like Facebook and eBay on how to improve ethical decision-making by creating and implementing new governance solutions. In this capacity, he first proposed the idea of Facebook’s Oversight Board, an independent body that reviews the company’s content decisions with respect to online speech. OADII Distinguished Lecture on “Counter-UAS in the Era of Drone Proliferation” presented by Dr. Jamey Jacob, the founding director of Oklahoma State University’s Unmanned Systems Research Institute and a counter-UAS center of excellence program, at 11:30am CDT on Friday, September 9 at the National Weather Center, Room 1313. Dr. Jacob’s seminar will focus on the impacts of commercial and military uses of autonomous systems and the ubiquitous use of drones and potential democratization of airspace. Data, Algorithms, Justice, and Fairness Public Lecture on April 21 at 5:30pm in Physical Sciences Center, Room 201. Algorithms are being used to decide whether defendants will show up for court, whether they should be released on bail, and whether they will be good citizens if they are given parole. How accurate are these algorithms? What data are they based on? And how fair are they to different subgroups of the population? Over the past few years, a controversy has erupted over the issue of algorithmic fairness – whether these algorithms treat some people differently than others. We will go through how these algorithms work, what they are based on, and how “fairness” and “accuracy” are slippery terms. Can decisions made by AI be explained to the humans affected by them? What recourse do we have if we disagree with them? Will algorithms help us move forward to a better future, or will they encode and enshrine the biases of the past?

This Mathematics of Data Public Lecture on April 4 at 5:30pm in Physical Sciences Center, Room 201 focuses on how to go from finite data to the identification of a periodic orbit using algebraic topology. With today's technology, we can collect massive high-dimensional sets of data from experiments and generate massive high-dimensional sets of data numerically, but at the end of the day, these are still finite sets of points. Assume that we are trying to understand a continuous process that generated the data. One such example could be a process that can be modeled by a differential equation. In this case we probably want to be able to extract a continuous function, which raises the question, "How can one go from finite data to continuum objects with some sense of certainty?"

Transport Transforms for Data Analysis and Machine Learning Lecture Tuesday, March 22

Public Lecture as part of the "The Mathematics of Data" Presidential Dream course on March 22 at 5:30pm in Physical Sciences Center, Room 201.Transforms are mathematical machines that reorganize data, signals, or images in new configurations that allow a better understanding and manipulation of the data. For example, to store an image on a computer, the image is first sampled on a grid and then transformed into a set of binary numbers (zeros and ones) that are then stored on a chip. There are many types of transforms, so they can be selected based on the type of data and what one wants to do with it. Recently, new transforms have been developed that are based on optimal transport theory. These transforms are well-suited for many applications and have outperformed state-of-the-art methods. This talk presents several applications including cell morphology in drug discovery, nuclear structure in cancer, and MRI for knee cartilage in the prognosis of osteoarthritis.

The 9/11: Intelligence and National Security Twenty Years Later conference will look back at the day of the attacks 20 years ago to understand their impact through personal stories, policy reflections, and consideration for the long-term impact on American society.

We will convene senior national security officials who led the response, family members of those impacted by the event, veterans of the War in Afghanistan, former intelligence officers, and historians. The five panels will examine the day of the attack, subsequent reactions, the impact on American society, the historical record after twenty years, and considerations for future policy in the aftermath of Taliban return to rule.

Distinguished Research Lecture Series

E. Michael Campbell, the director of the Laboratory for Laser Energetics at the University of Rochester, will summarize the present state of nuclear power (fission and fusion) and a vision for the future in a lecture on “Nuclear Energy: Today and Tomorrow” via Zoom. As the world evolves to carbon-free energy – in addition to renewables – central, concentrated energy sources that can be placed in proximity to cities will also be required. Advanced nuclear fission sources that require no active safety systems, that can be economical at output powers less than 100 MW, and can be deployed within a decade will almost certainly play a major role in a “reduced carbon” future. In the longer term, significant advances in nuclear fusion, both with magnetic and inertial confinement approaches, have also occurred and will increasingly become part of the “energy dialogue for the future.” Sponsored by Office of the Vice President for Research and Partnerships.

BACKGROUND:      

Joaquín Archivaldo Guzmán Loera, commonly known as “El Chapo” (shorty in English) founded the Sinaloa cartel in 1980 and smuggled hundreds of tons of illicit drugs into the U.S. for decades until his final capture in 2017. His ruthless career left scores dead in his wake, and he raked up a fortune worth at least 12 billion dollars along the way.

Guzmán escaped from maximum security Mexican prisons in 2001 and 2015. He maintained his grip on power and evaded law enforcement for years through savage murders by his sicario (hit men), extortion, and corruption that notoriously involved the complicity of many Mexican authorities at all levels. He was once named by Forbes Magazine as one of the most powerful people in the world, and his long criminal career only came to an end after a multi-year joint investigation and pursuit by Mexican authorities, DEA, and other U.S. authorities.

In this installment of the DEA Museum & Visitor’s Center lecture series, the panelists will discuss what it was like to be there during the pursuit of El Chapo, and their contributions to the capture of this notorious figure. Sign language interpreters will be available for this presentation.

The Drug Enforcement Administration Museum produces a series of educational lectures annually.
