Stop Campus Hazing Act Reports

The Stop Campus Hazing Act (SCHA) significantly enhances transparency and accountability regarding hazing incidents on college campuses receiving federal funding. This legislation mandates two distinct public reports, ensuring comprehensive disclosure of hazing-related information.


Campus Hazing Transparency Report

The SCHA also requires the publication of a new, dedicated Campus Hazing Transparency Report (CHTR). This report provides detailed, incident-specific information regarding hazing violations where a recognized/registered student organization (RSO) has been found responsible. The CHTR includes:

  • The name of the RSO involved.
  • A general description of the hazing violation, including whether alcohol or other drugs were involved.
  • The institution's findings regarding the incident.
  • Any sanctions imposed on the student organization as a result of the violation.
  • Key dates associated with the incident, including the alleged incident date, the investigation initiation date, the date the investigation concluded with a finding of responsibility, and the date the organization was notified of the finding.

General DescriptionAn investigation into the Phi Delta Theta new member process for the Fall 2025 semester substantiated multiple violations of university policy and safety standards, including: 
  • ⁠"Pledge Assignments": The imposition of demeaning, legacy-based roles and menial tasks including the requirement to carry "pledge packs" containing nicotine products, alcohol paraphernalia, and other items for the use of active members. Scavenger hunts were also incorporated into this where members had to upload photo proof of doing assigned tasks or visiting certain places. 
  • Alcohol Access and High-Risk Socials: The organization facilitated high-risk drinking activities and provided minors with ready access to alcohol during unregistered chapter-hosted social events. 
  • “Huff Hours”: The organization mandated scheduled exercise and utilized physical calisthenics as a disciplinary measure during meetings. Additionally, active members conducted a "fantasy draft" activity to evaluate the physical attributes of new members.
  • On September 24, 2025, “Hell Night” (an initiation event) involved blindfolding, forced physical exercise, and performances was followed by the consumption of alcohol by minors. During these activities, a student was hospitalized for alcohol poisoning after being encouraged to overconsume alcohol that had been taped to their hands.
  • Procurement of Controlled Substances: The investigation confirmed a multi-year practice of designating a "Weed Pledge" or "Med Card Pledge," an individual responsible for procuring and distributing controlled substances to members of the organization. This practice was formally documented following the arrest of a student for possession of illicit drugs.

General DescriptionDuring the Fall 2025 semester, an investigation into the organization confirmed multiple hazing violations involving coerced servitude, physical exertion, and high-risk substance consumption.
  • Forced Servitude and Time Commitments: New members were required to spend all non-class hours at the chapter facility to perform uncompensated labor for active members. Completion of these errands was a prerequisite for required member interviews.
  • Physical and Disciplinary Rituals: Disciplinary "line-ups" involved forced physical exercise and the consumption of specific food items. Substandard performance led to off-campus sessions involving additional exercise and the consumption of prepared drinks, one of which resulted in a student’s hospitalization due to an allergic reaction.
  • Alcohol Access and High-Risk Socials: The organization facilitated high-risk drinking activities and provided minors with ready access to alcohol during chapter-hosted events.

General Description

During the 2024-2025 season, an investigation into the OU Hockey Club identified a series of hazing activities directed at rookie players by veteran members and alumni. These practices, which compromised the university's commitment to a safe student environment, included:

  • Coerced Performances: Under the "Rookie Idol" mandate, new players were forced to perform veteran-selected songs in various public settings throughout the season.
  • High-Risk Alcohol Consumption: At an unsanctioned off-campus "Rookie Party" on April 23, 2025, veteran players and alumni facilitated structured drinking games, such as "Warm 40," "Case Race," and "Ring of Fire."

Jeanne Clery Campus Safety Act Annual Security & Fire Safety Report

In accordance with the Jeanne Clery Campus Safety Act, our institution annually publishes an Annual Security & Fire Safety Report (ASFR) by October 1st. Beginning with the October 1, 2026 report, the ASFR will include specific, aggregated data on hazing incidents. This data will encompass incidents reported to Campus Security Authorities (CSAs) or local police agencies that occurred within the institution's Clery geography. This inclusion provides a standardized and publicly accessible overview of hazing trends, contributing to informed decision-making for prospective students and their families.
