Oklahoma Rising Scholar

Terms of the Oklahoma State Regents' Rising Scholars Award (Formerly Academic Scholars Program)

(for Automatic Qualifiers and Institutional Nominees)

ENROLLMENT REQUIREMENTS

  • Must be enrolled full-time (at least 12 hours for undergraduate and 9 hours for graduate school) at the end of the second week of classes each fall and spring semester. 

  • Must complete at least 24 OU credit hours each academic year.

  • If you do not successfully complete 12 credit hours in a semester, you will need to enroll in and successfully complete enough hours in the following semester to have received 24 hours over the academic year. You will receive course credit for a grade above an F.

  • F’s, “incomplete”, advanced standing credit, audited classes, distance learning courses, independent study, and correspondence courses do not count as hours earned. 

  • If it is your graduating semester and you will not be enrolled full time, you must contact the Office of Admissions & Recruitment so that we can determine your scholarship eligibility.

  • This award is available only to Oklahoma residents who qualify for the award in high school.

GPA REQUIREMENTS

The GPA requirement to maintain the Rising Scholars Award are as follows:

  • Tuition Waiver: Must maintain a 2.0 cumulative GPA.
  • Oklahoma Rising Scholars Cash Award: Must maintain a 3.25 cumulative GPA.

TUITION WAIVER

  • 100% of the resident tuition is waived for students enrolled in a minimum of 12 credit hours. 

  • Must complete/earn at least 24 OU credit hours each academic year.

  • Duration: Five consecutive academic years during the fall and spring semesters.

  • Must maintain a cumulative GPA of 2.0 at the end of each academic semester.

  • Funds will be deposited into a student’s Bursar account the week before classes start.

Note: If tuition increases while in school, the resident tuition waiver will continue to cover the increased amount.

The Oklahoma Rising Scholars Award CANNOT be applied to self-supporting OU-related programs such as distance learning courses, OU Online, Advanced Programs courses, College of Professional & Continuing Studies course, self-paced courses, correspondence courses, independent study, OSLEP and non-reciprocal study abroad programs.

CASH FUNDING

OKLAHOMA STATE REGENTS’ Rising Scholars Award (formerly Academic Scholars Program) for Automatic Qualifiers and Institutional Nominees.

  • Annual cash stipend each fall and spring for four consecutive academic years. Funded by the Oklahoma State Regents for Higher Education and is subject to change.
  • Must maintain a cumulative GPA of 3.25 at the end of each academic semester, be enrolled full time at OU at the end of the second week of classes each fall and spring semester (min. 12 hours/ undergraduate semester or min. 9 hours/graduate semester), and complete/earn at least 24 OU credit hours each academic year.
  • Funds will be deposited and disbursed by semester (fall and spring) into a student’s Bursar account after the second week of classes.
  • Certification: At the end of each academic year (following Summer Session) the Oklahoma State Regents require us to report your grade point average as well as hours earned from the previous year. To be certified for funding for the next academic year, you must have a 3.25 cumulative combined or retention combined GPA, whichever is higher upon certification, and have completed/earned at least 24 OU credit hours each academic year.

FIRST-YEAR ASSOCIATES SCHOLARSHIP (FOR AUTOMATIC QUALIFIERS ONLY)

  • A one-time $1,000 scholarship will be added to Rising Scholar Automatic Qualifiers' Bursar account by the first week of classes for the first semester, freshman year.

RESEARCH & STUDY ABROAD STIPEND (For Automatic Qualifiers Only)

  • The one-time stipend must be used within a Rising Scholar Automatic Qualifiers' four consecutive years as an enrolled student (starting from the term you enter OU) for an approved undergraduate for-credit research experience or as a one-time travel-study stipend when you enroll full-time (full-time enrollment over summer term not required) in one of OU’s many partner universities worldwide. 

  • For the semester in which a Rising Scholar Automatic Qualifier is enrolled in a research experience, you must be enrolled in a total of at least 12 hours fall/spring or a minimum of three hours summer semester. 

  • REQUIRED FORM: This stipend is not automatic. Rising Scholar Automatic Qualifiers must complete and submit a Research and Study Abroad Stipend Request Form by the deadlines listed below.

    • The form must be submitted by April 15 for Summer and Fall Semesters and November 15 for Spring Semesters. Any request form received after this date will not be processed. Your stipend will be deposited directly to your Bursar account within two weeks of the April 15 or the November 15 deadline.

SUMMER TUITION WAIVER and FUNDING

  • Oklahoma Rising Scholars Award (formerly Academic Scholars Program) Summer Funding 
    • Summer ORS Funding Option:
      • Students can use a portion or a semester of their eight-semester cash funding from the Oklahoma State Regents for Higher Education. Using your funding in the summer will count towards the available semesters of your award.
        • Part-Time: Students enrolled in 6 to 11 credit hours over summer.
          • A student enrolled in 6 to 11 credit hours may elect to ‘borrow’ from their 8 semesters available.
          • Part-time payment made for the summer term will count as one-half of a semester used in the program. 
        • Full-Time: Students enrolled in 12 or more credit hours over summer. 
          • Full-time payment made for the summer term will count as a full semester used in the program. 
    • Eligibility: To qualify, students must have earned 24 hours combined from the prior fall and spring semesters. Students who receive part-time awards for summer must enroll in at least 6 credit hours and must complete a total of at least 30 credit hours during the full academic year (fall, spring, summer). Students who receive full- time awards for summer must enroll in at least 12 credit hours and must complete a total of at least 36 credit hours during the full academic year (fall, spring, summer). 
    • REQUIRED FORM: If you wish to use a portion or a semester of your eight-semester cash funding from the Oklahoma State Regents for Higher Education, you must complete and submit a Summer Scholarship Application by May 15. 
    • Full-time: for enrollment of 12 or more credit hours, awards made for the summer term will count as a full semester used of your ten total semesters of tuition waiver eligibility. Using your tuition waiver funding in the summer will count towards the available semesters of your award.
  • Tuition Waiver:
    • You must notify the Office of Admissions & Recruitment of your summer enrollment if you choose to "borrow" from the ten semesters available of your tuition waiver.
    • The form to request this funding will available in March. Visit the Oklahoma Rising Scholars Award page on okcollegestart.org.
    • If you meet the above eligibility requirements and complete the Summer Scholarship Application by May 15, your tuition waiver will be:
      • Part-time: for enrollment of six to 11 credit hours, awards made for the summer term will count as one-half of a semester used of your ten total semesters of tuition waiver eligibility. Using your tuition waiver funding in the summer will count towards the available semesters of your award.
      • Full-time: for enrollment of 12 or more credit hours, awards made for the summer term will count as a full semester used of your ten total semesters of tuition waiver eligibility. Using your tuition waiver funding in the summer will count towards the available semesters of your award.

Winter Session

  • Your tuition waiver is already applied toward a winter session course (December-January) because these courses are considered part of the fall semester. Tuition is only waived for winter session courses if you were approved for your waiver in the fall semester.

REQUEST FOR TRANSFER OF SCHOLARSHIP TO PROFESSIONAL OR GRADUATE SCHOOL

  • If you are within the duration of your Oklahoma Rising Scholars Award funding or tuition waiver and plan to apply either award toward graduate or professional program, you must complete and submit a Transfer of Scholarship to Professional or Graduate School. Forms should be submitted prior to the start of the first semester of the graduate or professional program.

  • The graduate program must be consecutive to completion of your undergraduate degree. Full-time graduate school enrollment is 9 or more hours.

LEAVE OF ABSENCE REQUESTS

  • Eligible students may take a leave of absence from the program for a period, up to one year, during which you are not enrolled in college courses. We will review Leave of Absence requests on a semester-by-semester basis. A leave of absence may not be used to remedy a grade point average or credit hour deficiency. 

  • If you wish to request a Leave of Absence, you must complete and submit a Leave of Absence Request Form. Forms should be submitted prior to the start of the first semester of the leave of absence.

  • Leave requests are not automatic and must be reviewed/approved by the Oklahoma State Regents for Higher Education. Failure to get a Leave of Absence approved may result in termination of scholarship.

ACADEMIC PROBATIONARY PERIOD

If a student’s cumulative GPA and/or enrolled credit hours fall below the GPA or enrolled credit hours requirements for the tuition waiver and/or scholarship stipend, they may be placed on scholarship probation. Students may be notified by OU Admissions & Recruitment and must adhere to the student success plan as detailed below for continuation of their scholarship.

  • Any semesters during which a student receives no award due to grade point average or credit hour deficiency will be subtracted from the available semesters in the program. 
  • The student will not have the opportunity to recoup the unpaid semester while on probation. 
  • Tuition Waiver: If a student falls below the minimum requirements, they will be placed on probation for one semester, at which time they will still receive their tuition waiver. During the paid probationary semester, the student must raise their cumulative GPA and/or hours enrolled to the minimum requirements to continue receiving their award. If the award minimums are not met, the student has one additional semester of probation (unpaid) to meet the minimum requirements. A student has a maximum of one year to meet the award requirements. If the minimum requirements are not met after one year of probation, the award is discontinued.
  • Oklahoma Rising Scholar Award: If a student falls below the minimum GPA or enrollment requirements, they will be placed on unpaid probation from receiving this portion of their award for up to one year. After a maximum of a one-year unpaid probationary period, this portion of the student’s scholarship will be discontinued if award minimums are not met. At the end of any semester within the probationary year that award minimums are met, these portions of the award will be reinstated.

Forms

You will need to submit a request form/application if you are needing to accomplish any of the following:

  • You are enrolling in summer courses at OU and want to use a portion of your tuition waiver or cash funding for the summer. 
  •  You are starting an OU graduate or professional program and would like to ensure your scholarship transfers to that program. 
  • You are needing to take a leave of absence from OU. 
  • You are transferring from OU to another institution (only for Oklahoma State Regents Rising Scholars Award (formerly Academic Scholars Program) and Institutional Nominee Scholarships).

FAQ

Your Oklahoma Rising Scholar award has various financial components that will be disbursed to your Bursar account at different times during the beginning of each semester. Please refer to your Terms of Scholarship for clarification. 

Below is a brief timeline: 

  • Tuition waiver will disburse approximately one week before classes begin. 
  • First-Year Associates Scholarship of $1,000* disburses on or shortly before the first day of classes. 
  • Provisional Oklahoma Rising Scholars Award (formerly Academic Scholars Program) Cash Funding disburses approximately 1 week before classes begin. Immediately following the end of the add/drop period, scholarship verification begins to confirm eligibility. If a student does not meet all of the eligibility requirements (GPA, enrollment, etc.) to maintain their cash funding, it will be removed from their Bursar account by mid-September for fall semester and mid-February for spring semester.  

Research and Study Abroad Stipends* are awarded after a student has submitted the Research and Study Abroad Stipend Request Application by April 15 (for summer/fall) and November 15 (for spring). You must receive academic credit for the program in order to qualify for the stipend. Your stipend will be deposited directly to your Bursar account within approximately two to four weeks of the April 15 or the November 15 deadline.

* First-Year Associates Scholarship of $1,000 and Research and Study Abroad Stipend are for Automatic Qualifiers only.

  • A Leave of Absence may be approved for various life circumstances, including but not limited to illness, family emergencies, co-op programs, religious mission trips, or study abroad experiences.  An approved Leave of Absence will put the scholarship on hold until the student returns to OU to resume studies.

  • Eligible students may take a leave of absence from the program for a period, up to one year, during which you are not enrolled in college courses. We will review Leave of Absence requests on a semester-by-semester basis. A leave of absence may not be used to remedy a grade point average or credit hour deficiency. 

  • If you wish to request a Leave of Absence, you must complete and submit a Leave of Absence Request Form. Forms should be submitted prior to the start of the first semester of the leave of absence.  

  • Leave of Absence Requests are not automatic and must be reviewed/approved. Failure to get a Leave of Absence approved may result in termination of scholarship.

  • If you are within the duration of your Oklahoma Rising Scholar funding or tuition waiver and plan to apply either award toward a graduate or professional program, you must complete and submit a Transfer of Scholarship to Professional or Graduate School form. Forms should be submitted prior to the start of the first semester of the graduate or professional program.  
  • The graduate program must be consecutive to completion of your undergraduate degree. If you are planning to take a gap semester, you must request and be approved for a Leave of Absence. Full-time graduate school enrollment is 9 or more hours.

After graduating from your undergraduate program, you may take up to a one-year Leave of Absence before starting graduate school.  You will need to complete and submit a Leave of Absence Request Form providing a reason for your Leave of Absence request, a copy of your undergraduate transcript, and a copy of your acceptance letter to your OU graduate program.  You also need to request a Transfer of Scholarship to Professional or Graduate School, so that your scholarship funding will be adjusted to the graduate rates.

Dropping a course mid-semester may have a permanent effect on your Oklahoma Rising Scholar scholarship funding. This can impact your funding if you are below full-time enrollment for the semester, which is at least 12 credit hours. Students also must complete 24 total academic credits each year. 

Students who are Automatic Qualifiers can request a one-time research or education abroad stipend by submitting the Research and Study Abroad Stipend Request Application. You must receive academic credit for the program in order to qualify for the stipend.

Please ensure you are enrolled in the research or study abroad course(s) before submitting this form. Students will not receive funding until your enrollment is verified.

The form must be submitted by April 15 for Summer and Fall semesters and November 15 for Spring semesters. Any request form received after this date will not be processed.

Your stipend will be deposited directly to your Bursar account within approximately two to four weeks of the April 15 or the November 15 deadline.

  • Contact your admissions counselor by phone (405-325-2151) or email (admissions@ou.edu) to discuss your circumstances. Your admissions counselor may then add the online Admission Deferment/Gap Year Request form to your OU Bound account.
  • Complete and submit the online Admission Deferment/Gap Year Request form. 
  • The request will then be reviewed by our admissions committee, and you will be notified of the final decision usually within 2-3 weeks.
  • After the Admission Deferment/Gap Year Request has been approved, you need to also submit a Leave of Absence Request Form to the Oklahoma State Regents for Higher Education.

If you are within the duration of your cash funding or tuition waiver and plan to utilize your scholarship for an OU Health Campus program, you must complete and submit a Transfer of Scholarship to Professional or Graduate School. Forms should be submitted prior to the start of the first semester of the program. 

  • Upon receipt of the Transfer of Scholarship to Professional or Graduate School, the scholarship coordinator on the Norman campus will contact the OU Health Campus financial aid office to inform OU Health Campus of the remaining funding the scholar has to use at OU Health Campus.  The Financial Aid Office at OU Health Campus will apply the appropriate funding to the student’s Bursar account.
  • For OU Law Students: Upon receipt of the Transfer of Scholarship to Professional or Graduate School, the scholarship coordinator will apply the appropriate funding to the student’s Bursar account.
