If you want to add a new degree, certificate, major/option, or delivery location (e.g., Tulsa), the first step is to complete and submit the Provost’s Office Pre-Proposal form.
This form is a notification form. Although it doesn't require approval, it must be received by the Provost's Office for the complete new program proposal (OSRHE proposal) to be placed on a Graduate Council or Academic Programs Council agenda for consideration.
OU has recently implemented an online system for submitting new program requests through Courseleaf.

Note: New courses that are part of a new degree or certificate program must be submitted ahead of or concurrently with the new program proposal. Proposals cannot be recommended for approval without approval of these courses.
After entering the appropriate information into CourseLeaf, the proposal will be routed internally for review and approval. All proposals for new programs require approval by the Oklahoma State Regents of Higher Education.
Undergraduate degrees must be 120 hours. Exceptions for additional hours are made only if additional courses are needed for licensure or program accreditation.
Undergraduate certificates must be at least 15 hours.
Graduate certificates must be at least 12 hours and no more than 18 hours.
Majors or options are subsets of expertise within a larger discipline or degree. State Regents’ policy requires that majors within a degree share a common set (at least 50%) of related course requirements, excluding General Education requirements for undergraduate degrees.
An embedded certificate is made up of a subset of courses that form a specialty within a larger undergraduate or graduate degree. State Regents’ policy says that up to 50% of the courses in the embedded certificate may come from guided electives or general education.
If the coursework in the certificate does not come from a single degree, or new courses are added for the certificate, or if the certificate calls for more than 50% of the hours to come from the electives or general education, then it must be submitted as a stand-alone certificate.
Modifications to existing degrees and certificates can now be submitted online through Courseleaf, replacing the Oklahoma State Regents' paper forms. Use the Courseleaf system for modifications listed below.
