Kimber Shoop
Director of Regulatory Policy and Planning, OG&E
Kimber Shoop is Director of Regulatory Policy and Planning at Oklahoma Gas and Electric Company (OG&E) in Oklahoma City. Prior to this role, Mr. Shoop was a partner at Crooks, Stanford and Shoop in Edmond, Oklahoma, where he focused on providing businesses with legal solutions in regulatory proceedings, complex litigation, environmental matters, corporate compliance and business transactions. His legal expertise had a particular emphasis toward administrative and regulatory matters and he represented electric utilities at the Oklahoma Corporation Commission, the Arkansas Public Service Commission and the Federal Energy Regulatory Commission for many years.
Before private legal practice, Mr. Shoop served for 11 years as Senior Counsel and Managing Director of Legal for OG&E where he managed legal issues in areas such as integrated resource planning and regulatory proceedings at various regulatory agencies. He served as chief environmental counsel for OG&E and first chair on numerous rate cases and regulatory proceedings at the Oklahoma Corporation Commission.
Prior to joining OG&E, Mr. Shoop was an Associate in the Energy Practice Group of Troutman Sanders LLP in Washington D.C. He also served in the administration of Oklahoma Governor Frank Keating and was legislative liaison for the University of Oklahoma under former President David Boren. Mr. Shoop has a B.A. from the University of Virginia and a JD from the University of Oklahoma College of Law. He is also a graduate of the Utility Executive Course at the University of Idaho.
