If you are a J-1 exchange visitor, do not apply for an SSN or a driver's license until after you have checked in with OIS and have your SEVIS record validated. The Social Security Administration recommends that those who have newly arrived in the U.S. wait for 10 calendar days before applying for an SSN. This allows SSA enough time to verify your DHS documents online.

Can I work while I wait to receive my SSN?
Foreign workers may work while the SSA processes the SSN application. US employers may wish to reference the SSA fact sheet, Employer Responsibilities When Hiring Foreign Workers, which contains information on how to report wages for an employee who has not yet received a SSN.
