Introduction
John Mayo called the meeting to order at 5:30 PM. He introduced the officers old and new. They are: Fred Casmir Division Vice-Chair (new Chair) Pepperdine University Min-Sun Kim Division Secretary University of Hawaii Bella Mody Division Vice-Chair elect (new Vice-Chair) Michigan State University George Barnett Division Secretary elect (new Secretary) SUNY Buffalo.
Minutes of May 26, 1996 Business Meeting were approved as submitted.
Current status of the Division
The division is now the second largest division of the International Communication Association after Mass Communication, with approximately 575 members. Annual Conference Reports Intercultural/International Paper Sessions 35 people reviewed 134 submitted papers 84 of which were accepted. 5 panels were submitted and 3 were programmed. There were 14 paper sessions, 4 of which were intensive. One was the interactive (poster) session and there was one roundtable discussion session.
ICA Board Actions
There will be an on-line evaluation of the Montreal conference. ICA increased its ties with the International Federation of Communication Associations and the United States Council of Communication Associations ICA hopes to establish a joint office with the U.S. Council in Washington for lobbying on behalf of the discipline. Nominees for ICA President Linda Putnam Texas A&M University Pamela Shoemaker-Syracuse University University of Wisconsin sent a letter questioning the reviews procedures and the lack of feedback from certain ICA Divisions. Particular divisions only provided a numerical rank and no feedback about the reason for the ranking. The Intercultural/International Development Division had three reviewers for each paper and six for each panel. Written feedback is provided. One reason for insufficient feedback is the time pressure to review the submitted papers and get a tentative program to ICA headquarters. For example: November 1 Papers are Due November 10 All papers Received and sent to three reviewers December 1 Reviews back to Division Chair December 10 Tentative Program to ICA Solutions to the feedback issues were discussed. Make deadline for papers earlier to allow greater time for reviews. Move deadlines back when the conference is in July. Produce the tentative program in electronic form only to facilitate the programming process, thus allowing greater time for reviewing the manuscripts and more comprehensive feedback. The dates in the review process are dictated by the ICA Board and there is not a lot of leeway. One solution would be to give greater feedback to the weak papers that weren't accepted for presentation.
Howard Giles Presentation About Next Year in Jerusalem The 1998 ICA Conference will be held in Jerusalem, Israel, July 20-24 at the Renaissance Center. There will be lots of speakers including a session on the Israeli-Palestinian negotiations with the actual negotiators. The first night reception will be held in the Israeli museum. This is of special significance because 1998 is the 50th anniversary of the State of Israel and there will be a number of special exhibits. The last night there will be a reception at the Jerusalem Cinematique with a screening of the winner of the Jerusalem International Film Festival. Rooms for the conference will be $103 per night including an Israeli breakfast. $120 for a double. There will be alternative hotels in east Jerusalem for Arab participants. Air fare ranges from $1500 (Western United States) to $600-700 with discounts. Division members noted the difficulties for non U.S. members to attend the conference due to costs. IAMCR will be held in Glasgow, Scotland just prior to ICA. It was suggested that ICA's travel agency coordinate travel between these two conferences. George Barnett raised the issue of paper feedback at the conference and how to increase it.
Fred Casmir indicated that some participants fail to send their papers to session respondents and thus should not be entitled to feedback. Possible solutions suggested were: Respondents for the interactive sessions Senior scholars to act as mentors to the junior scholars Students should be encouraged to revise seminar papers before submitting them to ICA Given the poor quality of reviews from the Journal of Communication under the editorship of Mark Levy the membership indicated that the division should send a list of qualified reviewers to all ICA journal editors. Division membership prefers San Francisco in spite of the cost. Members could stay at cheaper hotels. Discussion of 1998 Conference in Israel. Linda Renee Block will serve as the liaison to the Division. She has her doctorate from the University of Texas at Austin and is currently on the faculty at the University of Tel Aviv. Division needs to be sensitive to the cultural issues. Division should have an early contact meeting at conference.
