A Message from President Harroz – Merit Tier Enhancements for FY27

Dear Faculty and Staff,

At the University of Oklahoma, we strive to recognize and reward excellence in ways that are fair, transparent, and motivating. I am writing to share an important update to the university’s merit tier structure that reflects our continued commitment to valuing high performance across our institution.

Beginning with FY27 merit planning tied to the CY25 annual review process, the merit tier distribution will be adjusted as follows:

  • Tier 3: 15% (an increase of 5%)
  • Tier 2: 25% (no change)
  • Tier 1: 60% (previously 65%)

This updated structure represents a thoughtful improvement over the prior FY26 model and provides leaders with greater flexibility to meaningfully recognize exceptional contributions. It also supports a more competitive and motivating merit process while maintaining consistency and fairness across units. Importantly, this update aligns with our Strategic Plan priority to foster an engaged, supported, and satisfied workforce.

This adjustment was informed by thoughtful conversations with the Faculty and Staff Senates, and I am grateful for their engagement and feedback throughout this process. I also appreciate the work of our Human Resources team and campus leaders who diligently evaluated this change and helped move it forward. Their efforts, and our shared commitment to continuous improvement, ensure that our merit process continues to reflect both our values and our expectations of excellence.

The merit increase will take effect July 1, 2026, pending Regents’ approval of the FY27 budget. More details are available at hr.ou.edu/FY2027-Staff-Merit-Program.
