NORMAN, OKLA. – University of Oklahoma College of Law Professor Liesa Richter, J.D., has been selected for induction into the Oklahoma Higher Education Hall of Fame for her distinguished achievements and contributions to higher education.
Richter is among 12 individuals that will be honored as part of the 2023 Hall of Fame Class in a ceremony held today at the University of Central Oklahoma.
“Professor Richter has made a lasting and positive impact on thousands of law students, and she is a brilliant legal scholar whose expertise has advanced our understanding of the law,” said OU President Joseph Harroz Jr. “She is certainly deserving of this recognition. It is through extraordinary faculty like Professor Richter that the university is able to continue changing lives.”
Richter joins 76 other OU faculty members and administrators who have been inducted into the Oklahoma Higher Education Hall of Fame since its establishment in 1994. The Hall of Fame recognizes those whose achievements and leadership in scholarship, teaching, research and creative activity, administration, staff support, outreach and public service have brought distinction and honor to higher education in Oklahoma.
Richter, Floyd and Martha Norris Chair in Law and George Lynn Cross Research Professor, has taught thousands of aspiring lawyers since joining the OU College of Law faculty in 2001. She regularly teaches Evidence, Civil Procedure I and II and an innovative seminar titled “Evidence Issues in Great Trials in History.” She is the academic consultant for the Judicial Conference Evidence Advisory Committee, responsible for drafting and proposing amendments to the Federal Rules of Evidence and serves on the Evidence Drafting Committee for the National Conference of Bar Examiners. Richter also is a member of the American Law Institute and the Executive Committee for the Evidence Section of the American Association of Law Schools.
Her research focuses on federal evidentiary policy and rulemaking. Her articles have appeared in numerous journals, including Columbia Law Review, Minnesota Law Review and Iowa Law Review. Richter is co-author of multiple evidence texts and treatises, including the widely respected Evidence by Mueller, Kirkpatrick & Richter, which has been cited by the United States Supreme Court.
She has served in several administrative roles for the OU College of Law, including as associate dean for academics, research and admissions. In 2009, Richter was named a Thomas P. Hester Presidential Professor for her excellence in scholarship and teaching and was named the William J. Alley Professor of Law in 2015.
Richter earned a Bachelor of Science degree and juris doctorate from the University of Florida, where she graduated first in her class with high honors.

Several University of Oklahoma alumni will also be inducted into the 2023 Oklahoma Higher Education Hall of Fame Class, including: Terry D. Britton, Ph.D., president of Rose State College; Pamela Martin Fry, Ed.D., president of Oklahoma State University-Tulsa; Adolph Linscheid, Ph.D., president of East Central University; Jeanetta Davis Sims, Ph.D., professor and dean emeritus, Jackson College of Graduate Studies at the University of Central Oklahoma; and Steve Turner, Ph.D., president of Northeastern State University.
