About

Dr. Pulat received B.S. and M.S. degrees from the Middle East Technical University, Ankara, Turkey, in the area of industrial engineering. The North Atlantic Treaty Organization (NATO) sponsored his Ph.D. degree in the same discipline, completed in 1980 at North Carolina State University, Raleigh, NC. Mustafa spent six years in the academia, first as assistant professor, and then as associate professor level in the University of North Carolina System. He then accepted “planning engineer” position at the AT&T Oklahoma City Works. At this electronic systems manufacturing facility, Mustafa worked on material handling engineering/automation, business process reengineering, industrial engineering, lean/six sigma applications, and contemporary work planning and management projects. Four years after joining this facility, he was promoted to senior engineer position, and two years after that, Mustafa became the engineering manager of his unit. At this middle-manager rank, he led various engineering teams including process engineering, material handling engineering, logistics, industrial engineering, and quality engineering. Mustafa accepted an early retirement offer made to the middle managers of Lucent Technologies in July 2001.

Throughout his sixteen-year career with AT&T and then with Lucent Technologies, Mustafa taught various courses in the industrial engineering department of the University of Oklahoma at adjunct professor level, and is still continuing this role. After early retirement, Mustafa started “Creative Insights, LLC”, an industrial engineering consulting firm specializing in logistics, lean organizations, quality, and ergonomics. From October 2004 to 2012, he held the position of Director of CELDi (Center for Engineering Logistics andDistribution), an NSF (National Science Foundation) sponsored IUCRC (Industry/University Cooperative Research Center) at the University of Oklahoma. His current involvement is teaching and holding the position of Director of Professional Development in the College of Engineering.

Dr. Pulat has over eighty professional publications and presentations, including three books. He has taken many lead roles in international conferences on productivity and organizational improvements, includingthe “electronics manufacturing” lead role representing the USA in the First Africa/USA Technology Transfer Conference in Lagos, Nigeria. Mustafa has served on the editorial boards of international scientific journals, and NSF research panels. In 1992, Dr. Pulat actively participated in a winning bid for the Malcolm Baldrige National Quality Award as part of AT&T Transmission Systems Business Unit, and most recently, he participated in a technical committee that developed the first QMS (Quality Management System) standard for the telecommunications industry, the TL9000 standard. For several years, Mustafa also served as the Manufacturing Benchmarking President for all of AT&T.
