Since public affairs is often used inefficiently and since a theoretical framework utilizing compliance-gaining, agenda setting and diffusion of innovations help illuminate a solution to this problem, this study will look to improve the role of public affairs in military operations by persuading military leaders to change their perceptions of public affairs through exploration of the following research question: 
 RQ1.  How can military leaders’ perceptions of public affairs be positively affected to increase the credibility of public affairs practitioners?
