The Cyber Governance and Policy Center is dedicated to enhancing research-based understanding of policy and governance issues pertaining to modern information and communications technology, broadly understood to include cyber-physical systems.

The CGPC also welcomes external speakers from the academic and policy worlds, enriching dialogue at the University of Oklahoma.

The CGPC is comprised of a vibrant community of faculty and graduate students at the University of Oklahoma, and is supported in its work by an Advisory Board of leading researchers and policymakers.

The Cyber Governance and Policy Center (CGPC) is fortunate to benefit from the involvement of a number of talented individuals. The director is assisted by an Advisory Board comprised of senior scholars and policy experts, who provide periodic strategic guidance. Affiliate Faculty and Graduate Fellows are drawn from across the University of Oklahoma; they contribute intellectual energy and leadership to the center's ongoing work, and are encouraged to share their own research and expertise in the center's speaker series.

Interested University of Oklahoma faculty and graduate students are encouraged to inquire about affiliation with the CGPC, on a rolling basis, by emailing cgpc@ou.edu.

University of Oklahoma undergraduate students are invited to attend CGPC events, and are encouraged to inquire by email about other ways to become involved.

Mark Raymond, Director

Mark Raymond (@MRaymondonIR) is Wick Cary Assistant Professor of International Security and Director of the Cyber Governance and Policy Center at the University of Oklahoma. He is the author of Social Practices of Rule-Making in World Politics (Oxford University Press, 2019). His work appears in various academic journals including International Theory, Strategic Studies Quarterly, The Cyber Defense Review, the UC Davis Law Review, and the Georgetown Journal of International Affairs. He is also the co-editor of Organized Chaos: Reimagining the Internet (CIGI, 2014). He was a Senior Advisor with the United States Cyberspace Solarium Commission, and has testified before the United Nations Commission on Science and Technology for Development, and participated in the Internet Governance Forum. He is an External Affiliate of the Ostrom Workshop at Indiana University, and a Fellow with the Center for Democracy and Technology, and was previously at Carnegie Fellow at the School of International and Public Affairs at Columbia University. John Emery, Associate Director

John R. Emery is an Assistant Professor of International Security in the department of International and Area Studies and Associate Director of the Cyber Governance and Policy Center at the University of Oklahoma. His research focuses on issues of technology in international relations, ethics of war, security studies, nuclear wargaming, human-machine interaction and political theory. He is a member of the 2021-2024 Center for Strategic and International Studies (CSIS) Project on Nuclear Issues (PONI) Mid-Career Cadre, which brings together nuclear experts from technical, policy, academic, and military backgrounds. Previously, Dr. Emery was a Stanton Nuclear Security Fellow at Stanford University’s Center for International Security and Cooperation (CISAC). He holds a Ph.D. in political science from the University of California, Irvine, where he was also a Tobis Fellow at the Interdisciplinary Center for the Scientific Study of Ethics and Morality. Speaker Series

The Cyber Governance and Policy Center (CGPC) Speaker Series convenes several seminar-style discussions and public lectures each academic year, to facilitate the development of research in progress and to provide timely information to the campus community at the University of Oklahoma. Where possible, events are recorded and shared on the CGPC website and social media for those unable to attend in person. Some events, for example due to sensitive subject matter, may not be presented in this way.

University of Oklahoma faculty and graduate students interested in presenting their work are encouraged to schedule talks on a rolling basis, by emailing cgpc@ou.edu.

Thanks to the generous support of the University of Oklahoma's David L. Boren College of International Studies, the CGPC is able to host a small number of external speakers each academic year. Researchers and policymakers interested in being part of the series are likewise invited to inquire by email, with a suggested title and brief (150 word) abstract of the presentation.
